Danny Roman (Samuel L. Jackson) is considered the best police hostage negotiator in Chicago. After a friend warns him that someone is embezzling from a disability fund, the person is found dead. Internal affairs investigator Niebaum (J.T. Walsh) discovers the gun used had been handled by Roman. When no one believes his innocence, Roman takes Niebaum hostage. When Chris Sabian (Kevin Spacey) arrives to hear Roman's demands, the two skilled negotiators begin a tense stand-off.

Politieman Danny Roman is onderhandelaar in gijzelingssituaties, en hij is heel goed in zijn vak. Dan wordt hij valselijk beschuldigd van allerlei illegaals, en neemt hij tijdens een verhitte woordenwisseling zijn baas en een paar collega’s onder schot. Hij eist dat hij mag praten met Chris Sabian (Spacey), ook een expert in onderhandelen tijdens gijzelingen. Uitstekende thriller, losjes gebaseerd op ware gebeurtenissen, vooral sterk dankzij het intelligente script waarin de nadruk nu eens wordt gelegd op de dialogen. Dat die worden uitgesproken door topacteurs als Jackson en Spacey helpt natuurlijk ook mee. Nauwelijks gedateerd.
